Late 1940's or Early 1950's Gillig?

I believe that this could be an old Gillig bus from the 30's or 40's.  It is painted in Ohio markings but had been retired from service for quite some time when this picture was taken.  The photographer said that he was being chased by a dog when he snapped this picture and that is why it's so blurry.  I have never heard of a Gillig bus being operated this far east but I suppose its possible.  Can anyone shed some light on the subject?  The picture was taken in the Cleveland flats area about 1973.
